一方面，重金吸引人才是一个快速、有效的方式来提高公司或政府的发展。几乎所有学成归来的人都想找到一个好位置来展示自己的能力，特别是他们已经在学业上付出了那么多。如果企业和政府能够提供一个条件优越的工作，他们会把所有的知识都投入其中。他们的项目也会很快得到提高。用钱吸引人才是值得的。
For another thing, attracting the talent through money is not reliable. Since the talent will be attracted by money, if there are other people pay higher price, they will leave. It is not safe.
